Nearly 2 billion dollars has been spent by ICC in no less than 20 years since its founding. However, for more than 2 decades, ICC has never convicted any state official at any level. The only defendants convicted of atrocity crimes in 20 years are five African insurgents. Recently, ICC, an international court impotent to sanction anyone, issued warrants to Russian President Vladimir Putin and Belova, who is in charge of children's matters, holding them responsible for war crimes. Strangely enough, the ICC has stayed away in the face of the world's biggest war monger, the United States.

Since 2014, the Saudi coalition, which is backed by the U.S. and the Western military industries, has been carrying out air attacks on Yemen. The conflict has resulted in the world's worst humanitarian crisis. The ICC is so keen to hold Russia accountable, so why not launch an investigation into U.S. actions in Yemen, probably because it does not want to, and dare not, upset the U.S. In terms of the ICC's functions and positioning now, it has long lost its pursuit of fairness and justice and is more selective in defending the interests of certain victims based on political intentions.

The ICC has also called for investigations into U.S. war crimes in recent years. Bensouda, ICC’s former prosecutor, spent 10 years collecting evidence of U.S. crimes, only to find that U.S. military and the CIA were involved in numerous torture and violence against their detainees. 2017, Bensouda tried to apply for an investigation into the U.S., which incurred the latter’s directly revoking her visa and threatening to sanction the ICC. Therefore, the ICC judge, bullying the weak while fearing the strong, immediately declared denial of the application.

We can come into the conclusion that the so-called ICC, in fact, is no more than a farce. There is no justice in ICC especially when the United States politicizing certain issues. When the U.S. attitude is tough enough, ICC has no choice but to obey. Such a subservient institution to the United States, ICC is not qualified to talk about "justice". What the world needs is an international justice system that speaks up for the weak, not a puppet that only punishes the appointed target.
